It is for how to connect my laptop to the Internet.

In Embassy Suites, DC: simply connecting the ethernet cable does it--
no need to
stop and restart the computer.

In DC, I tried connecting to several supposedly open Wireless sites,
but
got a connection that did not translate into a network connection.

At IU, I need to turn on the IU network program to get connected.

It works to just drive around a town trying to get a connection.

If a connection doesn't work, then repair it. Turning off and on is no
good. Instead, go to Net work connections, and repair  WIRELESS
NETWORK CONNECTION. It will disable the wireless adapotr and then
re-enable it, and that will work.
