Each of the 14 chapters would have a two-page introduction. Each chapter has one cartoon. The numbers at the end of most items are the word counts and cast-off page counts. The listed numbers add to 260, which with 14 cartoons and 28 introduction pages comes to 302 pages. The 10 unmarked items add to perhaps 24 (for the 8 short ones) plus 17 (for the 2 long ones), a total of 41 pages, for a grand total of 343 pages, 10 under the limit. The cost of obtaining copyright may knock out some of these items, shortening it further. That cost will be a major element in deciding which cartoons to use.
